Russia and the UAE strengthen economic partnership at Moscow meeting

On February 18, 2026, a working meeting was held in Moscow between the newly appointed Chairman of the Russian Business Council (RBC) in the UAE, Kirill Podgorny, and the Chairman of the Federation Council Committee on Economic Policy, Andrey Kutepov. The discussions focused on expanding trade and economic cooperation between Russia and the UAE, as well as enhancing support measures for Russian businesses operating in the Gulf region.

The talks took place amid steady growth in bilateral relations. Earlier this year, during negotiations between Vladimir Putin and Mohammed bin Zayed Al Nahyan, the leaders highlighted the positive dynamics of trade turnover between the two countries. Speaking at Gulfood 2026, Deputy Prime Minister Dmitry Patrushev noted that agricultural trade has doubled over the past three years, reaching $400 million.

Non-resource trade has also demonstrated strong growth. By the end of 2024, its volume had approached $11.5 billion, underscoring the deepening economic ties between the two nations. Against this backdrop, the Russian Business Council continues to strengthen its role as a key bridge between the business communities of Russia and the UAE.

This year is particularly significant, marking the 55th anniversary of the establishment of diplomatic relations between the two countries.

Earlier this month, the Presidium of the Russian Business Council elected Kirill Podgorny as Chairman. An executive with extensive diplomatic and corporate experience, he has been working in the region since 2006.

Since 2022, Podgorny has been actively involved in public initiatives across the Gulf countries. He serves as a representative of the Imperial Orthodox Palestine Society in the UAE and was previously a member of the RBC Board before assuming the chairmanship.

Podgorny has been awarded several state honors, including the Medal of the Order “For Merit to the Fatherland,” II degree (2010), and the Medal of the Order “For Merit to the Fatherland,” I degree (2020).

Founded in 2009 under the auspices of the Dubai Chamber of Commerce and Industry, the Russian Business Council unites entrepreneurs and executives operating in the UAE, the Middle East, and Africa. The Council promotes trade, economic, and investment cooperation between Russia and the countries of the region and serves as a platform for structured business dialogue.
