The Russian Business Council (RBC) in Dubai and the Northern Emirates has announced leadership changes marking a new stage in the organization’s development. On February 4, 2026, the RBC Presidium elected Kirill Podgorny as Chairman — an executive with diplomatic and corporate experience who has been working in the region since 2006.
The appointment is accompanied by a structural update and the strengthening of industry-focused divisions, reflecting the Council’s strategy to expand its business agenda and reinforce the position of Russian companies in the UAE and across the Gulf region.
“Over the years, the Russian Business Council has become an important bridge between the business communities of Russia and the UAE,” Podgorny said. “In the near future, we will focus on expanding sectoral cooperation, supporting new investment initiatives, and increasing the practical value of membership for companies operating in the region.”
Profile of the New Chairman
Since 2022, Podgorny has been actively engaged in public activities across the Gulf countries. He serves as the UAE representative of the Imperial Orthodox Palestine Society and was a member of the RBC Board prior to his election as Chairman.
He has received state honors, including the Medal of the Order “For Merit to the Fatherland” II Class (2010) and I Class (2020).
RBC Structural Update
At the Presidium meeting, the Council reviewed and updated its departmental structure. The RBC currently includes departments for membership relations, government affairs, business events, the oil and gas sector, culture, marketing, women’s entrepreneurship support, and the HoReCa sector.
Founded in 2009 under the auspices of the Dubai Chamber of Commerce and Industry, the Russian Business Council unites entrepreneurs and executives operating in the UAE, the Middle East, and Africa. The Council promotes trade, economic, and investment cooperation between Russia and regional countries and serves as a platform for business dialogue.
